(略)受招标人委托对下列产品及服务进行国际公开竞争性招标，于2026-08-27在中国国际招标网公告。本次招标采用电子招标方式，现邀请合格投标人参加投标。

项目概况:开平11-4油田位于南海东部偏西海域，距香港西南约295km，开平11-4油田包含11-4区块（水深340-360米）、18-1区块（水深460-530米）。

开平11-4油田18-1区块开发项目采用“水下生产系统回接圆筒型FPSO”模式进行开发。分为1d（1d/1dSa）、2d(2d、5)两套水下生产系统分别回接至新建的圆筒型FPSO。开平11-4油田18-1区块计划2029年投产。本采办包采购的中控系统将用于新建圆筒型浮式生产储卸油装置FPSO上

投标人应满足以下业绩要求:投标人应在2006年1月1日至投标截止日期间（以合同签署时间为准）应具有至少1个合同的新建浮式生产设施中控系统供货业绩。投标人应按照要求的格式提交业绩文件，包括

1）销售合同或订单的复印件；

2）中控系统框图；

3）

最终用户签字/盖章的交付验收材料（到货验收单或调试验收报告或其他能够证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下信息:合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、设备名称、浮式生产设施名称、供货范围、用户签字或盖章的到货验收材料。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
